Call for Residents to Report Empty Buildings Amid Safety Concerns

Neighbourhood Watch is urging residents to report empty or neglected buildings in their area, warning that vacant properties can quickly become hotspots for anti‑social behaviour.

Evidence from across the UK shows that empty, poorly managed buildings are far more likely to attract vandalism, fly‑tipping, trespassing and nuisance activity. Even a single neglected property can increase complaints and make communities feel less safe.

The organisation says empty buildings often signal wider neglect — a pattern sometimes described as the “broken windows” effect — which can encourage further disorder. In contrast, occupied and well‑maintained properties act as a deterrent, helping to prevent problems before they escalate.

One solution being promoted is Property Guardianship, where carefully vetted individuals live or work in vacant buildings under temporary agreements. Their presence provides natural surveillance, helping to reduce unauthorised access and anti‑social behaviour while keeping the property secure and maintained.

Through a new partnership with Ad Hoc Property Management, Neighbourhood Watch members can now raise concerns about empty buildings in their neighbourhood. Reporting a vacant property can help:

  • Reduce anti‑social behaviour and nuisance activity

  • Prevent vandalism, arson and illegal occupation

  • Improve community safety and confidence

  • Support quicker action from property owners

Residents who spot an empty building that may be causing issues can complete a short form on the Neighbourhood Watch website.

Where appropriate, property owners will be contacted to explore options for securing and managing the building — helping to create safer, more settled neighbourhoods.

Neighbourhood Watch says any income received through the partnership will be used to support its work tackling the impact of anti‑social behaviour across England and Wales.
