Drivers who block pavements in Bridlington and across England could soon face tougher fines as the government prepares to hand councils wider enforcement powers later this year.

The move aims to crack down on “problem” pavement parking, which Transport Minister Lilian Greenwood says is making life difficult for blind and partially sighted people, parents with prams, and wheelchair users.

Unlike London and Scotland — where pavement parking is already banned — councils in England currently need special street‑by‑street restrictions to take action. Ministers say that system is too slow and too limited.

Under the new plans, councils will be able to fine motorists who cause “unnecessary obstruction” on pavements, without needing extra signage or lengthy consultations. Police will still be able to act when vehicles are left dangerously.

Officials say some streets may still need partial pavement parking to allow emergency vehicles through, and local authorities — including East Riding Council — will have flexibility to set exemptions.

A recent consultation showed mixed views on a proposed 20‑minute delivery exemption, with some fearing it would be hard to enforce and others warning it could be seen as a money‑maker for councils.

Walking charity Living Streets welcomed the progress but said the lack of a national ban risks creating patchy rules from town to town.

The new powers are expected to be introduced later this year.
